Administration <br /> <br />The Draft Plan's Implementation Program, pg. VIII-26, does not <br />contain sufficient definiteness with respect to the Plan's ad- <br />ministration. Apparently, three different approaches are being <br />considered at this time: (1) a large commission with equal <br />representation for cities and special districts empowered with <br />a joint exercise of powers agreement; (2) a board appointed by <br />the County Board of Supervisors with similar powers; and (3) <br />a single coordinator for plan management with powers retained <br />by the local jurisdictions. Some decision will be made before <br />the adoption of the Plan and input for this decision may be <br />made here. <br /> <br />Each of the general proposals has both merit and drawbacks. <br />For successful implementation of the Plan,.it appears, however~ <br />that whichever type of management needs to have the power to <br />act within the sphere of action alloted to the agency without <br />local interference. A board of manageable .size is preferable <br />to one with representatives from each city and district - <br />perhaps a plan giving equal regional representation (the four <br />county planning units, for instance) would be preferable. The <br />"coordinator-existing staff" recommendation found on pp. 1-6 <br />and 1-7 appears to be a sound choice and should be incorporated <br />into the implementation program found on pg. VIII-26. (The <br />coordinator position should not have a salary in excess of <br />$20,000 per year.) <br /> <br />Recommendation <br /> <br />The City Should decide which method affords the best protection <br />for the City's interests and still provide for capable imple-' <br />mentation of the plan. That recommendation should be included <br />as a revision to the Plan Administration, pg. VIII-26. <br /> <br />Management/Operations <br /> <br />The administrative board/commission should have as a task, in <br />addition to those stated on pg. VIII-27, the determination of <br />appropriate landfill sites using the environmental constraints <br />listed in the Plan and as added to in this report as a quide. <br />Giving this task to the administration board would have this <br />decision made by those fully aware of the Plan's policies and <br />recommendations who could better protect against the prolifera- <br />tion of landfill sites and coordinate transfer stations' locations <br />with landfill locations to attain the most beneficial environ- <br />mental and economic location. <br /> <br />Recommendation <br /> <br />Add to Management/Operations, pg.
