' <br />We have received a number of questions from City Councils and/or City <br />Managers or their representatives- Four of these sets of questions are <br />in writing and are several pages long; others have telephoned questions <br />to staff. Since there are many questions concerning what major policies <br />the cities are being requested to endorse, the County Planning staff has <br />summarized the major policies and included them in this memo, to assist <br />you in responding to questions from your Council. <br />Each city will have to review and concur on principles in the preliminary <br />draft or state in writing what their ccncerns are. Staff will revise the <br />preliminary draft and the Planning Commission will refer the final draft <br />to each City Council who will take final action on the plan. The final <br />draft should resolve any problems or conditions set forth in each City's <br />approval of the preliminary draft plan. The principles in the plan and <br />recommendation of the County-wide Solid Waste Management Plan Advisory <br />Committee in which your Councils asked to concur are: <br /> the execution of a joint exercise of powers agreement between <br /> cities, special districts and the county, including the formation <br /> of a joint powers board of elected officials; <br /> the principle of city representation on the joint powers <br /> board; <br /> the assignment of administration and implementation to existing <br /> agencies; the specific assignment of enforcement/regulatory <br /> functions to the County Health Care Services Agency with a <br /> conmLission* and coordinator separate from the joint powers board; <br /> modernization of ordinances and the development of local stan- <br /> dards and regulations; <br /> private industry is given full opportunity to performwaste <br /> management activities; <br /> local jurisdictions are responsible for collection services and <br /> franchising for that service; <br /> <br />*The published plan does not call for a separate commission. Each city <br />should decide on whether they endorse a commission in addition to the .Joint <br />Powers Board- <br /> <br /> <br />
