Assistant City aanager/Director of Public Works <br />As stated above, the personnel xcupyinp., these positions are appointed and <br />supervised by the City Manager and compensation is determined by the City <br />Manager within guidelines establish~_d by the City Council. A Memorandum of <br />Understanding is then signed by the aenartrient head, the City Manager, and <br />endorsed by the Diayor, outlining ti:e specifics of the annual compensation. <br />With respect to this category of ,nusitiors, yearly levels of compensation <br />are established in accordance witTt tte followir,; factors: <br />1. The relationship of the department head's salary to that of the <br />City t~Lznager. <br />2. The rate of pay necessary to attract competent and professionally <br />trained department heads. <br />3. The relationship of one 2iepartment i:eai Co that of another, which <br />in turn is cerrelateri with lice different^s in professional train- <br />ing 8Ld experie:;ce, degrees of diffic:+lty and responsibility, re- <br />cruitment as effected t:y ti,e i^b market, number of employees super- <br />vised, and the scope cf tt•.e departmental proeram. <br />In addition, *_he City Ce,ncil recently e=tablished the position of Deputy <br />City Attorney, appointed and directly supervised by the City Attorney. With <br />respect to this positio^, it is contemplated that the City Attorney will <br />establish the spec ifi~r selary within the ranee provided by the City Council <br />which will he the s:~me range that has beer. determined for management personnel. <br />Also, there are threz positions, formallc deei;;nated as management positiona <br />whose designation has not yet been determined t:ocause of a law suit. These <br />positions exist in the Fire Division n,`. Public Safety and specifically are <br />the two Captains ane. Fire Pr_vention Officer. Pursuant to State law, the <br />persons occupying these positions have. waived their riht to be represented <br />by the union and have expressed their desire to negotiate individually. <br />Finally, over the past several years t:he City Council, in recognition of the <br />need to broaden the scope of n:a::age:uc~nt, aprraved the following designations <br />as a third cl.+.ssi.ficatf.on of maragement., known as "middle management": <br />1.
