CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 00-029 <br /> <br />RESOLUTION REQUESTING THAT LAFCO APPROVE AN <br />EXTENSION OF TIME UNTIL DECEMBER 31, 2000 TO <br />COMPLETE THE HAPPY VALLEY ANNEXATION <br /> <br />WHEREAS, <br /> <br />on September 15, 1998, the City Council of the City of Pleasanton adopted <br />Resolution No. 98-128 initiating an annexation application to the Local Agency <br />Formation Commission (LAFCo) for an 811+ acre area of unincorporated territory <br />located south of Sycamore Road, east of t~e Rosepointe and Carriage Gardens <br />neighborhoods, west of Foley Ranch, and north of Koopman Ranch; and <br /> <br />WHEREAS, <br /> <br />on March 11, 1999, LAFCo adopted its Resolutions Nos. 99-01 and 99-02, <br />approving the proposed annexation of territory known as "Happy Valley" as shown <br />in Exhibit A, attached hereto and incorporated herein by this reference, and <br />LAFCo affirmed its decision at its meeting of May 13, 1999; and <br /> <br />WHEREAS, <br /> <br />on July 20, 1999, and July 29, 1999, the City Council held public hearings on the <br />annexation, and written protests were filed by at least 25% (but less than 50%) of <br />the registered voters residing in the affected territory, thereby requiring that a <br />special election be held to confirm the annexation, and the City Council set the <br />election for November 16, 1999; and <br /> <br />WHEREAS, <br /> <br />at its November 2, 1999 meeting, the Cotmcil adopted Resolution No. 99-132, <br />delaying the special election until March 24, 2000 because of uncertainty <br />regarding the federal and state environmental permits for the proposed municipal <br />golf course in the Happy Valley area; and <br /> <br />WHEREAS, <br /> <br />notwithstanding the continued effort to obtain state and federal environmental <br />permits for the project, uncertainty still remains whether the City can secure the <br />necessary permits, and the City Council has deemed it prudent to again postpone <br />the election until greater assurance can be provided to voters regarding the status <br />of the proposed municipal golf course; and <br /> <br /> <br />
