'MMARY <br /> [STA TE,~EIVT O; NEED <br /> <br />4, PROGRAM YEAR (Entitlement <br /> <br /> A-1 Rehabilitation of.Blighted Areas and Preservation of Certain <br /> Aspects of Community Heritage <br /> <br />In its c~rrent stage of development, Plea~anton presents three faces to <br />the observer: (1) the core area, in the'main over 40 years old, (2) re* <br />cently developed areas, mainly residential subdivisions built Since 1965 <br />and (3) those portions of the City and planning'area yet to be devel0pe~ <br />The'..core area is composed of the central business district and the oldel <br />neighborhoods of the City. Many public facilities and dtilities in the <br />corearea are wholly inadequate. AlSo, this area contains most of the <br />structures in the City having historic significance and provides resi- <br />dences for a majority of.the community's lower.income citizens, The <br /> rehabilitation of structures and the extension and. upgrading of public <br /> facilities and utilities in the core area is a major community need. <br /> Data Source: LocalSurveys. <br /> <br /> A--2 CommUnity Balance and Heterogeneity <br /> <br /> Pleasanton lacks an adequate commercial. and industrial base. Because oJ <br /> this,' the majority Of City residents must commute considerable distance <br /> to employment and shopping locations. ~n the past, development to a. <br /> certain degree, has followed a "leapfrogging" pattern, placing new con- <br /> struction on the perimeters of the City with large undeveloped spaces <br /> in between. As a consequence, public faCilities and utilities are ~ow <br /> being inefficiently utilized. A second major need of the ~ity is the <br /> development of underutilized areas according to the general plan.so <br /> that. Pleas~nton becomes a more viable balanced community. Because 6f the recency of this development, it.can <br />'be considered essentially blight free. A-m~jor need of the City is.the <br />, maintenance of the high ~uality of these newer areas so that, in the <br />'future as today, Pleasanton residents can be assured a healthful <br /> tractive community in which to live.
