Section 1. Pursuant to Section 35313.2 of the Government Code <br /> of the State of California, the City Council does <br /> hereby determine that protests have not been made by <br /> the owners of one-half of the value of the privately <br /> owned territory proposed to be annexed as shown by the <br /> last equalized assessment roll, nor by public owners <br /> of one-half of the value of the publicly owned territory <br /> proposed to be annexed as determined by said legislative <br /> body. <br /> <br /> Section 2.
