The <br />information required by subsections (e) and (f~ of Section <br />7.4 need be included only in EIRs prepared in connection <br />with any of the following activities. <br /> <br />(a) The adoption, amendment, or enactment of a plan, <br /> policy, or ordinance of a public agency. <br /> <br />(b) <br /> <br />(c) <br /> <br />The adoption by a local agency formation commission <br />of a resolution making determinations. <br /> <br />A project which will be subject to the requirements <br />for preparing an environmental impact statement pursuant <br />to the requirements of the National Environmental <br />Policy Act of 1969. <br /> <br />Effects Found Not to be Significant. An EIR shall contain <br />a statement briefly indicating the reasons that various <br />possibly significant effects of a project were determined <br />not to be significant and were therefore not discussed in <br />detail in the EIR. Such a statement may be contained in <br />an attached copy of an initial Study. <br /> <br />Organizations and Persons Consulted. The identity of all <br />Federal, State or local agencies, other organizations and <br />private individuals consulted in preparing the EIR~ and <br />the identity of the persons, firm or agency preparing the <br />EIR, by contract or other authorization must be given. <br /> <br />Retention and Availability of Comments. Comments received <br />through the consultation process shall be kept on file for <br />a reasonable period and available for public inspection at <br />an address given in the final EIR. Comments which may be <br />received independently of the review of the draft EIR shall <br />also be considered and kept on file. <br /> <br />Water Quality Aspects. Describe in the environmental set- <br />ting section, and other sections where applicable, water <br />quality aspects of the proposed project which have been <br />previously certified by the.appropriate state or interstate <br />organization as being in substantial compliance with appli- <br />cable water qhality standards. <br /> <br />Contents of Final Environmental impact Report. <br />(a) The Final EIR shall consist of: <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />The Draft EIR or a revision of the draft. <br /> <br />Comments and recommendations received on the <br />Draft EIR either verbatim or in summary. <br /> <br />A list of persons, organizations and public <br />agencies commenting on the Draft EIR. <br /> <br />-42- <br /> <br /> <br />
