Sec. 6.18 <br /> <br />Sec. 6.19 <br /> <br />Class 18: Changes in Organization of Local Agencies. Class <br />18 consists of changes in the organization or reorganization <br />of local governmental agencies where the changes do not <br />change the geographical area in which previously existing <br />powers are exercised. Examples include but are not limited <br />to: <br /> <br />(a) Establishment of a subsidiary district. <br /> <br />(b) Consolidation of two or more districts having identi- <br /> cal powers. <br /> <br />(c) Merger with a city of a district lying entirely <br /> within the boundaries of the city. <br /> <br />Exemptions. <br /> <br />(a) <br /> <br />Location. Class 3, 4, 5, 6 and 11 are qualified by <br />considerations of where the project is to be located <br />--a project that is ordinarily insignificant in its <br />impact on the environment may in a particularly sen- <br />sitive environment be significant. Therefore, these <br />classes are considered to apply in all instances, <br />except where the project may impact on an environ- <br />mental resource or hazardous or critical concern where <br />designated, precisely mapped, and officially adopted <br />pursuant to law by federal, state or local agencies. <br /> <br />(b) <br /> <br />Cumulative impact. All exemptions for these classes <br />are inapplicable when the cumulative impact or suc- <br />cessive projects of the same type in the same place, <br />over time is significant--for example, annual ad- <br />ditions to an existing buLlding under Class 1. <br /> <br />Sec. 7-1 <br /> <br />Article 7 <br /> <br />Contents of Environmental Impact Reports <br /> <br />General. <br /> <br />(a) <br /> <br />Environmental Impact Reports shall contain the infor- <br />mation outlined in this article. Each element must <br />be covered, and when these elements are not separated <br />into distinct sections, the document shall s~ate where <br />in the document each element is discussed. <br /> <br />(b) <br /> <br />Each report shall contain a brief summary of the pro- <br />posed action and its consequences in language suffi- <br />ciently simple that the issues can be understood by <br />the average member of the lay public. The EIR shall <br />also contain a table of contents or an index. <br /> <br /> <br />
