Sec . <br /> <br />Ministerial Projects. Ministerial projects do not require <br />the preparation of an environmental assessments. In the <br />absence of any discretionary provision contained in the <br />relevant ordinances, statues, or case laws, it shall be <br />presumed that the following actions are ministerial: <br /> <br />(a) Issuance of building permits, including electrical, <br /> mechanical and similar permits. <br /> <br />(b) Issuance of business licenses. <br /> <br />(c) Issuance of permits under the Uniform Fire Code. <br /> <br />(d) Issuance of permits for open burning by the Fire <br /> Division. <br /> <br />(e) Approval of final subdivision maps. <br /> <br />(f) Approval of individual utility service connections <br /> and disconnections. <br /> <br />(g) Zoning certificates. <br /> <br />(h) <br /> <br />Home occupation permits granted as a matterof course <br />by the Planning Division of the Department of Community <br />Development. <br /> <br />(i) Certificates of occupancy. <br /> <br />(J) <br /> <br />Other entitlements such as but not limited to, Alameda <br />County Fair permits, solicitors, dance and bicycle <br />licenses. <br /> <br />However, where a project involves an approval that contains <br />elements of both a ministerial action and a discretionary <br />action, the project will be deemed to be discretionary and <br />will be subject to the requirements of CEQA. <br /> <br />Sec. 5.1 <br /> <br />Article .5 <br /> <br />Evaluating Projects <br /> <br />Initial Study. The Director shall initially review a project <br />as quickly as is reasonable under the circumstances, to <br />determine if the project is exempt from these Guidelines or <br />iS not exempt.
