To insure that the EIR or Negative Declara- <br /> tion reflects the concerns of all the public agencies <br /> involved, the City shall consult with public agencies <br /> which will issue approvals for the project at an <br /> early stage in development of the EIR. <br /> <br /> A Lead Agency shall include in its Notice tf Completion <br /> a statement to the effect that it is a Lead Agency. <br /> <br /> The EIR prepared by the Lead Agency shall be consid- <br /> ered by every public agency prior to its approval or <br /> disapproval of the project.' <br /> <br />Where the provisions of Subsections (a), (b), and (c) <br />leave two or more public agencies with a substantial <br />claim to be the Lead Agency, the public agencies may <br />by agreement designate which agency will be the Lead <br />Agency. An agreement may also provide for cooperative <br />efforts by contract, joint exercise of powers or <br />similar devices. ' <br /> <br />Where a Responsible Agency is called on to grant an <br />approval for a project subject to CEQA for which another <br />public agency was the appropriate Lead Agenc'y, the <br />Responsible Agency shall begin to act as the Lead Agency <br />when the following conditions occur: <br /> <br />(1) The Lead Agency did not prepare any environmental <br /> documents for the project, and <br /> <br />(2) The statute of limitations has expired for a <br /> challenge to the action of the appropriate Lead <br /> Agency. <br /> <br />Subsequent EIR. Where an EIR has been prepared, no addition- <br />al EIR need be prepared unless: <br /> <br />(a) <br /> <br />Substantial changes are proposed in the project which <br />will require major revisions of the EIR, due to the <br />involvement of new environmental impacts not consid- <br />ered in the original EIR. <br /> <br />(b) <br /> <br />There are substantial changes with respect to the <br />circumstances under which the project is to be under <br />taken, such as a change in the proposed location of <br />the project, which will require major revisions in <br />the EIR due to the involvement of new environmental <br />impacts not covered in the original EIR. <br /> <br />Use of Single EIR. The City may employ a single EIR to <br />describe more than one project, if such projects are essen- <br />tially the same in terms of enviror~ental impact.
