Environment means the physical eonditions <br />which exist in the area which will be affected by a proposed <br />project including land, air, water, minerals, flora, fauna, <br />ambient noise, objects of historic or aesthetic significance. <br /> <br />Environmental Documents. Environmental documents means <br />draft and final EIR's, initial studies, Negative Declara- <br />tions, Notices of Completion, and Notices of Determination. <br /> <br />EIR - Environmental Impact Report. Environmental Impact <br />Report (EIR) means a detailed statement setting forth the <br />environmental effects and considerations pertaining to a <br />project as specified in Section 21100 of the California <br />Environmental Quality Act, and may mean either a draft or <br />a final EIR. <br /> <br />(a) <br /> <br />Draft EIR means an EIR containing the information <br />specified in Sections 7.2, 7.3, and 7.4 of these <br />Guidelines. Where a Lead Agency consults with <br />Responsible Agencies in the preparation of a draft <br />EIR, the draft EIR shall also contain the information <br />specified in Section 7.5 of these Guidelines. <br /> <br />(b) <br /> <br />Final EIR means an EIR <br />contained in the draft <br />or in summary received <br />of persons commenting, <br />Agency to the comments <br />discussed in detail in <br /> <br />containing the information <br />EIR, comments either Verbatim <br />in the review process, a list <br />and the response of the Lead <br />received. The final EIR is <br />Section 7.8. <br /> <br />(c) <br /> <br />Where an agency having Jurisdiction by law must exercise <br />discretionary authority over a project in order for <br />the project to proceed, it is also a Responsible Agency, <br />(see Section 2.30) or the Lead Agency, (see Section 2.20). <br /> <br />EIS - Environmental Impact Statement. Enviror~ental Impact <br />Statement (EIS) means an environmental impact document pre- <br />pared pursuant to the National Environmental Policy Act <br />(NEPA). The Federal Government uses the term EIS in the <br />place of the term EIR which is used in CEQA. <br /> <br />Feasible. Feasible means capable of being accomplished in <br />a successful manner within a reasonable period of time, <br />taking into account economic, environmental, social, and <br />technological factors. <br /> <br />Guidelines. Guidelines means Section 15000 et seq. of the <br />California Administrative Code. <br /> <br />-5- <br /> <br /> <br />
