SeC · <br /> <br />Sec . <br /> <br />Time of Preparation <br /> <br />(a) <br /> <br />Environmental documents are useful planning tools to <br />enable environmental constraints and opportunities to <br />be considered before project plans are finalized. <br /> <br />(b) <br /> <br />Environmental documents should be prepared as early <br />as feasible in the planning process to enable environ- <br />mental considerations to influence project program <br />and design. <br /> <br />(1) <br /> <br />With public projects, at the earliest feasible <br />time, project sponsors. shall incorporate environ- <br />mental considerations into project conceptualization, <br />design and planning. <br /> <br />With private projects, the Lead Agency shall en- <br />courage the project proponent to incorporate en- <br />vironmental considerations into project concept- <br />ualization, design and planning at the earliest <br />feasible time. <br /> <br />(c) <br /> <br />The environmental document preparation and review should <br />be coordinated in a timely fashion with the existing <br />planning, review and project approval processes being <br />used by each public agency. When the Lead Agency is <br />a State Agency, the environmental document shall be <br />included as part of the regular project report which <br />is used in its existing review and budgetary process. <br /> <br />Assumptions. The criteria and procedures herein assume <br />that the City of Pleasanton is the Responsible Agency as <br />defined herein or has been designated the Lead Agency as <br />defined herein and consistent with the Guidelines. <br /> <br />Sec. <br /> <br />Sec . <br /> <br />2.2 <br /> <br />Article 2 <br /> <br />Definitions <br /> <br />General. Whenever the following words are used herein, <br />unless otherwise defined, they shall have the meaning as- <br />scribed to them in this article. These definitions are <br />intended to clarify but not to replace or negate the de- <br />finitions used in CEQA. <br /> <br />Applicant. Applicant means a person who proposed to carry <br />out a project which needs a lease, permit, license, certi- <br />ficate, or other entitlement to use or financial assistance <br />from one or more public agencies when that person applies <br />for the governmental approval or assistance. <br /> <br />-B- <br /> <br /> <br />
