CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE OF CALIFORNIA <br /> <br /> RESOLUTION NO. 77-97 <br /> <br />A RESOLUTION URGING THE LIVERMORE-AMADOR VALLEY WATER MANAGEMENT <br />AGENCY BOARD OF DIRECTORS TO OBTAIN STATE ACTION ON THE ESTAB- <br />LISHMENT OF A PRIORITY LIST FOR REVERSE OSMOSIS AND DEMINERALI- <br />ZATION <br /> <br />WHEREAS, <br /> <br />the Livermore-Amador Valley Water Management Agency Board of <br />Directors will be holding a special meeting on March 30, 1977 <br />in order to select a waste water disposal project for the <br />Livermore-Amador Valley; and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton by Resolution 77-94 recommended to <br />the LAVWMA Board of Directors that they select Alternative <br />1B-O (Boehmer Summit - EBDA Interceptor with No Demineraliza- <br />tion and Nominal Re-Use) since this is the most cost effective <br />project; and <br /> <br />WHEREAS, <br /> <br />the City Council, at the time of adopting Resolution 77-94 <br />was in receipt of a report by CH2M Hill, engineering con- <br />sultants for LAVWMA Board of Directors, regarding reclama- <br />tion -reuse, and export alternatives evaluation; and <br /> <br />WHEREAS, <br /> <br />said report indicated that the exportation of all treated <br />effluent in the Livermore-Amador Valley will cause an increase <br />in dissolved solids accumulation in the underground water <br />system in the Livermore-Amador Valley; and <br /> <br />WHEREAS, <br /> <br />the City Council of the City of Pleasanton in selecting <br />project 1B-O was cognizant of the fact that reverse osmosis <br />and demineralization proposals contained in the CH2M Hill <br />report were not grant fundable and would have to be borne <br />entirely by the citizens of the Livermore-Amador Valley, <br />and said costs were beyond the capability of citizens of <br />the Livermore-Amador Valley to sustain; and <br /> <br />WHEREAS, <br /> <br />the City Council of the City of Pleasanton believes that the <br />state should give consideration to establishment of a priority <br />list for reverse osmosis and demineralization projects and <br />should include the Livermore-Amador Valley Water Management <br />Agency as the first project for consideration of grants in <br />this area; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE AS FOLLOWS: <br /> <br />Section <br /> <br />1. The City Council urges the Livermore-Amador Valley Water <br />Management Agency Board of Directors to ask the State Water <br />Resources Control Board to determine a priority list for <br />reverse osmosis and demineralization projects for grant <br />funding. The Livermore-Amador Valley Water Management <br /> Agency Board of Directors should obtain state conunitment <br /> to place the Livermore-Amador Valley Water Management Agency <br /> as the first agency on such a list for consideration of grant <br /> funding due to the unique circumstances in the Livermore-Amador <br /> Valley which prevent water in the underground water table <br /> <br /> <br />
