CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 77-112 <br /> <br />AUTHORIZING AMENDMENT TO THE LAVWMA JOINT POWERS <br />AGREEMENT <br /> <br />WHEREAS, <br /> <br />on June 18, 1974, the cities of Livermore and Pleasanton <br />and the Valley Connnunity Services District executed a <br />joint powers agreement creating the Livermore Amador <br />Valley Water Management Agency (LAVWMA) for the purpose <br />of establishing a water quality management program pur- <br />suant to Resolution No. 71-3 of the Regional Water Quality <br />Control Board, San Francisco Bay Region; and <br /> <br />WHEREAS , <br /> <br />at the time of the creation of LAVWMA, a study regarding <br />waste water management had been received from Brown and <br />Caldwell Engineers which contemplated a water management <br />program consisting of collection of effluent from the <br />cities of Livermore and Pleasanton and the Valley Community <br />Services District and disposal in the environs of the Valley, <br />said project being known as the Doolan Canyon Project; and <br /> <br />WHEREAS, <br /> <br />subsequent to its formation, LAVWMA was required by State <br />and Federal agencies to undertake a review of alternative <br />methods for disposing of effluent from the cities of <br />Livermore and Pleasanton and the Valley Community Services <br />District; and <br /> <br />WHEREAS, <br /> <br />LAVWMA contracted with CH2M Hill for said study which <br />resulted in the selection of a new project involving <br />the construction of an export pipeline over Boehmer <br />Summit to facilities of the East Bay Discharger Authority; <br />and <br /> <br />WHEREAS <br /> <br />pursuant to Paragraph XVI of the original joint powers <br />agreement, the cities of Livermore and Pleasanton and <br />the Valley Community Services District desire to modify <br />said original agreement to reflect these other changes <br />which have occurred in the past two years; and <br /> <br />WHEREAS, <br /> <br />said modifications to the original joint powers agreement <br />are attached hereto and incorporated herein by reference; <br />and <br /> <br />WHEREAS, <br /> <br />the City Council at its meeting of April 11, 1977, received <br />and reviewed a report and attachments from the City Attorney <br />regarding consideration of amendment to LAVWMA Joint Powers <br />agreement. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />III <br /> <br /> <br />
