,zlflro ,zJ <br /> <br />MEMO~,ND~JM <br /> <br />April 19, 1977 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />City Manager <br /> <br />Director of Engineering Services <br /> <br />Section 2156 Study, City Street <br />Progress and Needs Report <br /> <br />Every four years the California Department of Transportation is <br />required to report to the Legislature to show progress made on <br />County and City roads and streets and an estimate of projected <br />needs. Each City and County is required to supply data to CalTrans <br />for this report. <br /> <br />The study is intended to help portray the requirements of local <br />roads and ~treets as part of California's total transportation <br />needs. It will facilitate an examination of funding adequacy and <br />equity and will be useful to guide transportation policies and <br />investments by local jurisdictions, regional agencies, the State <br />and the Legislature. <br /> <br />This current study will be aimed at answering'the central question <br />posed by the 505 Commission report: <br /> <br />"Is State funding sufficient for County roads and City <br />streets?" <br /> <br />In addition, the data will be collected to shed light on other <br />questions contained in the report: <br /> <br /> "Is allocation of State funds equitable between cities as <br /> a group and counties as a group?" <br /> <br /> "Is allocation of State funds equitable among individual <br /> cities?" <br /> <br />"Is allocation of State funds equitable among individual <br />counties?" <br /> <br />The attached summary report has been prepared by Mr. Bob Keller of <br />my staff with assistance from Jim Walker. The report shows as an <br />indication of progress made on Pleasanton's streets over the past <br />five years ending June 30, 1977, the expenditure of some 3.45 million <br />dollars in maintenance, administration and capital outlay, 1.24 <br />million of this being local (non gas-tax) funds. The report further <br />shows an increase of 8.2 miles of streets maintained over the past <br />five years and projects needs over the next five years for street <br />maintenance, administration, rehabilitation and safety of some 6.8 <br />million dollars. Needs for new facilities and compatibility improve- <br />ments were not to be included in this study. <br /> <br />Request is hereby made that this report be presented to the City <br />Council at their meeting of April 25, 1977~A.prov.al by resolution <br /> <br /> <br />
