RESOLUTION NO. 77-3A9 Page 2. financing vehicle for said project (Revenue Bond Law of 1941-Without Voter Approval); and WHEREAS, the City Council allowed interested members of the audi- ence to make presentations to the City Council on this particular matter and presentations were made by repre- sentatives of Citizens Against Redevelopment, proponents of the referendum from the neighboring City of Livermore, the Executive Director of State Water Resources Control Board, a representative of the Regional Water Quality Control Board - San Francisco Bay Region, Chairman of the Livermore-Amador Valley Water Management Agency and the attorney for Alameda County Water District; and WHEREAS, at the close of the public comment, the City Council de- liberated upon the action which it should undertake con- sidering the comments from the public and the remarks of the City Attorney. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. City Council determines that its action of May 23, 1977, adopting Resolution No. 77-156, was an administrative act not a legislative act and, therefore, not subject to the referendum process. Section 2.
