CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 77-217 AUTHORIZING KENNEDY ENGINEERS TO SEPARATE THE INTERCEPTOR SEWER PROJECT INTO TWO PHASES WHEREAS, a key part of project to phase out the Sunol Treatment Plant and expand the VCSD Treatment Plant is the con- struction of an interceptor sewer, with two pumping stations, to transport sewage from the Sunol Plant to the VCSD Plant; and WHEREAS , the interceptor project is dependent on the ultimate expansion of the VCSD Plant which in turn is dependent on the LAVWMA pipeline project; and WHEREAS, because of uncertainties with the LAVWMA pipeline project, the contract with Kennedy Engineers for the interceptor project was not approved until April 11, 1977; and WHEREAS, with September, 1977, deadlines for submission of final plans to the State Water Quality Control Board for fund- ing approval, the project has been in a crisis situation from the beginning; and WHEREAS, Kennedy Engineers advised staff that completion of the project plans and specifications by September 1, 1977, was not possible and completion by September 30, 1977, was doubtfull; and WHEREAS , the State Water Quality Control Board must receive and have reviewed all projects prior to September 30, 1977, as after that date, State funding will be impossible; and WHEREAS, if the project is split and the local share of the pump station portion is 25 percent, there is a chance that the State will retroactively fund the 12.4 percent if the statewide bond issue passes in 1978; and WHEREAS, the City Council at its meeting of August 9, 1977, received a report dated August 8, 1977, from the City Manager regard- ing the Interceptor Sewer Project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. Authorizes Kennedy Engineers to separate the interceptor sewer project into two phases: (1) pipeline; and (2) pump stations III
