July 20, 1977 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />COUNCILMDIBERS BRA~N~ES AN~ HERLIHY <br /> <br />CLAY BRO~ <br /> <br />City Council Building Committee <br /> <br />During consideration of the 1977-78 Operating Budget on July llth, the general <br />subject of needs for additional City buildings was brought up as the possibility <br />~xists to utilize surplus funds to construct one or more necessary buildings. <br />You volunteered to pursue the general subject of buildings with staff and were <br />appointed to a Building Committee by Bob. This memorandum provides some basic <br />information regarding building needs and our ability to finance them and can be <br />the basis for our first meeting Friday, July 22, at 3:30 P.M., in the City Hall <br />Conference Room. <br /> <br />We will have to move relatively fast on this assignment as the Council wanted <br />a report and recommendation at the time the Budget is adopted and the tax rate <br />set. I intend to schedule both of these topics for consideration by the Council <br />at the August 9th meeting. In order for me to make a recommendation to the <br />Council regarding the 1977-78 tax rate, I will have to have a firm building <br />proposal by August 3rd. The sequence of events at the August 9th meeting should <br />be the discussion, including a recommended building program, and adoption of the <br />1977-78 Budget, followed by the setting of the tax rate for 1977-78. <br /> <br /> Background <br />The July llth Council discussion of building needs was prompted by a recommen- <br />dation from Alan Campbell on the disposition of surplus funds from 1976-77. The <br />recommendation relating to buildings was to purchase Fire Station Two for <br />$68,000., add 1,800 square feet of office space to the existing City Hall and <br />construct a separate Council Chambers on the Civic Center site for approximately <br />$150,000. If implemented, these recommendations would avoid the necessity of <br />annual lease payments of $20,200. at the current rental rates. <br /> <br />I~nen considering building needs I believe a comprehensive approach should be <br />taken to assure all major building needs are considered. I agree with the need <br />for the three projects mentioned in the preceding paragraph but would, after an <br />inspection and tour last Friday, have to add a new Police Building to that list <br />of building needs. <br /> <br />Excluding Fire Station ~o, all of the other facilities mentioned have been <br />designated for ultimate location at the Civic Center site on Bernal Avenue. <br />The necessary land has been purchased over the past few years and is now avail- <br />able. I must a~sume that a good deal of thought went into the Civic Center <br />}~ster Plan and I concur with the concept of locating those facilities on a <br />common site. <br /> <br /> <br />
