EXHIBIT 'B'

OPERATION AND MAINTENANCE COSTS DISTRIBUTION
The Agency shall reimburse the Authority for the costs attributable to
Agency's use of and capacity rights in Authority's facilities. Said
costs will be determined in accordance with the following methodology:
Methodology for Distribution of Costs: Specific operation costs will
vary dependent upon the amount of flow of effluent contributed by the
Agency to the Authority Facilities. Other costs, (such as routine
maintenance, repair, monitoring and administration), are substantially
stable or are not affected by the amount of flow contributed to the
facilities. Distribution of operating costs is, therefore, divided into
two categories as follows:

1. VARIABLE COSTS: Variable costs are those direct expenses incurred
by Authority for power and chemicals used in dechlorinating the
Agency flows. Agency shall pay its proportionate share of these
costs based upon the ratio of Agency's flow multiplied by the
average chlorine residual at the point of Agency's discharge to
the Authority system divided by the summation of total flow
through dechlorination station multiplied by the average chlorine
residual of total flow through dechl6rination station, i.e.

A = Agency Total Flow to Authority System

CA = Arithmetic mean of residual chlorine ~ontent of
Agency discharge to Authority system

B = Total flow through dechtorination Station

CB = Arithmetic mean of residual chlorine content of
Total flow through Dechlorination Station

X = Total cost of power and chemicals for dechlorination
station.

¥ = Agency's share of Variable Costs

B-1
