CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 77-252 <br /> <br />A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR A <br />GENERAL PLAN AMENDMENT (.HOPYARD ROAD AND VALLEY <br />AVENUE) <br /> <br />WHEREAS, <br /> <br />Morrison Homes had filed a request with the City of Pleas- <br />anton to change the General Plan land use designation for <br />property located between Hopyard Road and Valley Avenue <br />from high density residential to medium density residential; <br />and <br /> <br />WHEREAS, <br /> <br />the Planning. Division of the Department of Community De- <br />velopment made an initial study of the environmental conse- <br />quences of said request; and <br /> <br />WHEREAS, the Director of Planning recommended the preparation of a <br /> Negative Declaration; and <br /> <br />WHEREAS, <br /> <br />the initial study and recommendation of the Director of Plan- <br />ning were considered by the City Council at it~ meeting of <br />September 20, 1977; and <br /> <br />WHEREAS, <br /> <br />the City Council had before it at that time the Environmental <br />Impact Guidelines and Procedures adopted by the City Council <br />on February 28, 1977 by Resolution No. 77-66; and <br /> <br />WHEREAS, <br /> <br />the City Attorney advised the City Council of the applicable <br />provisions of the Guidelines which govern the evaluation of <br />projects by the City Council, especially as set forth in <br />~5.4(e); and <br /> <br />WHEREAS, <br /> <br />the City Council held a public hearing at which time any mem- <br />ber of the public was offered the opportunity to address the <br />Council regarding the initial study recommending a Negative <br />Declaration. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE <br />AS FOLLOWS: <br /> <br />Section 1. The City Council has reviewedthe July 29, 1977 initial study <br /> and Negative Declaration recommended by the Director of Plan- <br /> ning, has received public input on the proposed Negative De- <br /> claration and has reviewed the provisions of ~5.2, 5.3, 5.4 and <br /> 5.5 of the Environmental Impact Guidelines and Procedures of <br /> the City of Pleasanton adopted by Resolution No. 77-66 on <br /> February 28, 1977, in order to determine if a Negative Declara- <br /> tion or an Environmental Impact Report should be prepared for <br /> the proposed General Plan Amendment. <br /> <br />Section 2. The City Council determines that a Negative Declaration is <br /> appropriate for the proposed General Plan Amendment recommended <br /> to the City Council in the Director of Planning's report of <br /> September 2, 1977, since the proposed amendment will not have <br /> <br /> <br />
