CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 78-139 A RESOLUTION APPROVING WORKERS' COMPENSATION SELF-INSURANCE FOR THE CITY OF PLEASANTON WHEREAS, the City of Pleasanton is currently a member of the State Compensation Fund for its Workers' Compensa- tion Insurance coverage; and WHEREAS, the insurance premiums paid to the State Compensation Fund for this year, will be ap roximately $175,000 and will probably increase to ~200,000 in 1978-79, or approximately 2.5% of the total operating budget; and WHEREAS, the cost of premiums makes self-insurance for Workers' Compensation economically feasible; and WHEREAS, if this City chooses to become self-insured, it must notify the State Compensation Fund of that decision before June 30, 1978, when the City's current policy expires, in order to avoid penalties; and WHEREAS, the City staff has presented a self-insurance program for Workers' Compensation, which includes the use of a insurance policy for claims over to a maximum of $1,000,000 per occurrence; and WHEREAS, on May 23, 1978, a hearing was held on the issues of Workers' Compensation self-insurance; and at that meeting a report on self-insurance was delivered by the City staff and by the City's insurance agent, Ben Fernandez; and 'WHEREAS, it appears that the City can provide Workers' Compensation insurance adequately without belonging to State Compensa- tion Fund. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. To authorize staff to notify State Compensation Fund that Pleasanton does not plan to renew the Workers' Compensation insurance policy that expires June 30, 1978. Section 2. To approve the proposal of Employers' Self-Insurance Ser- vice, Inc. (ESIS, INC.) to administer the City's self-insurance program at an annual cost of $4,188.00 for the first seventy- five (75) claims handled per year, plus $56.00 for each ad- ditional claim.
