Item 6b <br />Staff Report <br />BOARD OF ADJUSTMENT <br />June 14, 1978 <br /> <br />SUBJECT: <br /> <br />APPLICANT: <br /> <br />PURPOSE: <br /> <br />ATTACHMENTS: <br /> <br />V-78-13 <br /> <br />Joe Madden <br /> <br />Request for a variance from the provisions of <br />Section 2-9.39(1)(a),Article 18, Chapter 2, <br />Title II of the Ordinance Code of the City of <br />Pleasanton to allow the erection of one off-site <br />"for lease" sign along Santa Rita Road between <br />1-580 and Old Santa Rita Road. <br /> <br />Exhibit A, Location Map and Sign <br /> <br />Joe Madden, the owner of commercial acreage on Old Santa Rita Road <br />for which Design Review Board approval was recently granted, would <br />like to place an off-site real estate sign along Santa Rita Road in <br />order to increase exposure of his property. Mr. Madden feels the <br />single on-site sign permitted by the code pertaining to the sale <br />or rental of land is inadequate because of the location of his pro- <br />perty. <br /> <br />The off-site sign is proposed to be located in the vicinity of one <br />of the recently approved directional readerboard signs for the busi- <br />nesses on Old Santa Rita Road. Such a location would provide ex- <br />posure to a high volume of traffic (over 12,000 vehicles per day). <br />Mr. Madden feels a 12 sq. ft. (3' X 4') sign would serve his needs. <br /> <br />Old Santa Rita Road is a relatively isolated commercial area con- <br />sisting of a wide range of "heavy" commercial uses with little vacant <br />land remaining. The Madden project will probably be the last sig- <br />nificant development proposal in the area for some time. The use of <br />a second strategically located real estate sign for the property may <br />facilitate development of the property but it is unclear whether this <br />approach to marketing leases would be any more effective than listing <br />the property with real estate agencies in conjunction with newspaper <br />advertising. The recently constructed Adams' commercial complex on <br />Old Santa Rita Road has developed and filled without the use of a <br />second "for lease" sign off-site. This property is adjacent to Mr. <br />Madden's and shares its same lack of high volume traffic exposure. <br /> <br />Staff Recommendation: Although the staff recognizes the relatively <br />low traffic volume, and hence limited exposure of property on Old <br />Santa Rita Road, we do not feel that this fact in itself is sufficient <br />basis for the granting of a variance. Mr. Madden purchased his pro- <br />perty after the closure of Old Santa Rita Road and hence all circum- <br />stances are not the same in this case as they were in the instance <br />of the granting of the sign variance for the Old Santa Rita Road <br />Business Association (of which Mr. Madden is a member). Since we <br />do not feel that all required findings can be made, we must recommend <br />denial of this case. <br /> <br /> <br />
