No capital expenditures of $10,000 or more shall be <br />undertaken prior to the review and approval of said <br />expenditure by the City Manager. If no approval is <br />received within 10 working days, approval will be <br />assumed. <br /> <br />The following items shall not be attributable to <br />allowable expenses for rate-making purposes: <br /> <br />Amortization of the covenant not to compete <br />and Franchise Fee. <br /> <br />Two and one-half <br />to, but not used <br />Station. <br /> <br />(2-1/2) acres of land adjacent <br />in conjunction with, the Transfer <br /> <br />Annual property taxes on the former Vineyard <br />Avenue disposal site. <br /> <br />Annual property taxes on the 2-1/2 acres <br />mentioned in No. 2. <br /> <br />Expenditures for data processing services over <br />$22,762 for fiscal year 1978-79, and $26,000 for <br />fiscal year 1979-80. <br /> <br />The annual return on equity shall be limited to <br />8.5% in fiscal year 1978-79 and 8.0% in 1979-80 as <br />more particularly set forth in Exhibit B, attached <br />hereto and incorporated herein by reference. <br /> <br />The return on land use for franchisee's operations <br />shall be limited to 10% per annum. <br /> <br />The salaries of franchisee's principals shall not exceed <br />$32,700 each per annum through March 31, 1979. Com- <br />mencing with April 1, 1979 consideration will be given <br />to annual cost of living increases equal to those <br />granted Union employees. <br /> <br />Franchisee shall advertise its annual spring cleanup <br />program in a manner which the City Manager determines <br />will reasonably apprise the public of the program. <br /> <br />Franchisee shall provide two days, one in the spring <br />and one in the fall, of free dumping at the transfer <br />station for lawn and garden trimmings and clippings. <br />The franchisee shall work with the City Manager to <br />determine the appropriate dates upon which to allow <br /> <br />-2- <br /> <br /> <br />
