CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 79-23 <br /> <br />A RESOLUTION RECO~4ENDING TO THE ALA}~DA COUNTY BOARD <br />OF SUPERVISORS THAT THE CONDITIONAL USE PERMIT FOR THE <br />HINDU CULTURAL CENTER BE DENIED <br /> <br />WHEREAS, <br /> <br />the environmental impact report prepared by the County of <br />Alameda has been submitted to the City of Pleasanton for <br />their comments regarding the proposed Hindu Cultural <br />Center to be constructed on Vineyard Avenue near Shadow <br />Cliffs Park in the unincorporated area east of the City <br />of Pleasanton; and <br /> <br />W!IEREAS, <br /> <br />the Planning Commission of Alameda County has approved <br />the conditional use permit for the Hindu Cultural Center <br />First Phase; and <br /> <br />WHEREAS, <br /> <br />a number of citizens of the City of Pleasanton have raised <br />strong questions related to the proposal to the City Council <br />of the City of Pleasanton; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON HEREBY <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1. To recommend that the Board of Supervisors deny the con- <br /> ditional use permit requested by the Hindu Cultural Center <br /> for their development on Vineyard Avenue. <br /> <br />Section 2. The Council makes this recommendation to the Board of <br /> Supervisors based on the following concerns: <br /> <br />(1) The unmitigatable adverse environmental impacts listed <br /> on page 19 of the EIR raise grave concerns for the City. <br /> <br />(2) <br /> <br />The primary impact on the City of Pleasanton will be <br />the traffic generated by the facility on Vineyard <br />Avenue through the City of Pleasanton. <br /> <br />It is important to note that the City Council has in <br />the past down-zoned apartment projects along that <br />road to reduce their traffic impact and has phased <br />other projects to limit the negative impacts of traffic <br />on Vineyard Avenue. Additional traffic generated by <br />future phases, as well as the present phase of this <br />project, could reduce the effectiveness of the City's <br />attempts to control traffic flows on Vineyard Avenue. <br /> <br />(3) <br /> <br />The questions regarding the provisions of municipal <br />services to the Center have not been satisfactorily <br />answered by the conditional use permit approved by <br />the Planning Commission of Alameda County. In par- <br />ticular, the appellant's lack of sufficient water <br />supply to fight fires on the site, coupled with the <br /> <br /> <br />
