CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br /> RESOLUTION NO. 79-96 <br /> <br />A RESOLUTION DENYING THE APPEAL OF ROBERT PEARSON AND <br />JOHN FRAGA FROM A DECISION OF THE DESIGN REVIEW BOARD <br />THAT A CONCRETE PRODUCTS MANUFACTURING PLANT PROPOSED <br />TO BE CONSTRUCTED ON THE WEST SIDE OF VALLEY AVENUE <br />BETWEEN THE ~STERN PACIFIC RAILROAD TRACKS AND UTILITY <br />VAULT PROPERTY WOULD NOT HAlrE A SIGNIFICANT IMPACT ON <br />THE ENVIRONMENT. <br /> <br />WHEREAS, <br /> <br />~ESTERN CONCRETE PRODUCTS COMPANY made application for design <br />review approval of a pre-cast concrete products facility <br />to be located on a 7-acre site between the Western Pacific <br />Railroad tracks and the Utility Vault property; and <br /> <br />WHEREAS, <br /> <br />the Design Review Board, at its meeting of May 9, 1979're- <br />ceived a staff report on the application, an initial study <br />for an environmental impact report prepared for the project <br />and testimony from the applicant and the community; and <br /> <br />WHEREAS , <br /> <br />at that meeting the Design Review Board made the findings re- <br />quired for a negative declaration and approved the design <br />for the construction of a pre-cast concrete products manu- <br />facturing plant proposed to be constructed on the 7-acre site; <br />and <br /> <br />WHEREAS, <br /> <br />Robert Pearson and John Fraga appealed the negative declaration <br />on the project and requested a hearing before the City <br />Council on the question of environmental impacts of the pro- <br />ject; and <br /> <br />WHEREAS, <br /> <br />the City Council, at its June 12, 1979 meeting, received a <br />staff report from the Director of Planning dated June 4, 1979, <br />and at a public hearing took testimony from the applicant, <br />its representative and staff and the public; and <br /> <br />WHEREAS, <br /> <br />the City Council made the finding that the project would not <br />have a significant impact on the environment other than some <br />increase in traffic; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE <br />AS FOLLOWS: <br /> <br />Section 1. Denies the appeal of Robert Pearson and John Fraga of a <br /> decision of the Design Review Board that a concrete products <br /> manufacturing plant proposed to be located on the west side <br /> of Valley Avenue between the Western Pacific Railroad Tracks <br /> and Utility Vault property would not have a significant im- <br /> pact on the environment, and requires as a mitigating measure <br /> on the Negative Declaration that Western Concrete Products <br /> Company use E1 Charro Road or other public road to 1-580 if <br /> available. <br /> <br /> <br />
