WHEREAS <br /> <br />WHEREAS <br /> <br />WHEREAS <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 79-168 <br /> <br />A RESOLUTION SUPORTING THE LIVERMORE-A_MADOR VALLEY ARSON <br />CONTROL PROGRAM GRANT APPLICATION AND COMMITTING THE <br />CITY TO MATCHING FUNDS NOT TO EXCEED $8,000. <br /> <br />the Chief of Police became aware of Federal Law Enforcement <br />Assistance Administration grant funds which are available to <br />local agencies for the development of arson investigation <br />and enforcement programs; and <br /> <br />arson is an increasing problem in Pleasanton and other <br />Valley communities, the Police Chief contacted the Pleasanton <br />Fire Chief and police and fire representatives from Alameda <br />County and other Valley Agencies to ascertain the interest in <br />a joint grant application; and <br /> <br />it was agreed that a grant proposal should be made by the <br />Cities of Pleasanton and Livermore, the Dublin San Ramon <br />Services District and Alameda County, with the Alameda <br />County Sheriff's office preparing the grant application <br />and func~oning as the lead agency in operation of the <br />program should the grant application be successful; and <br /> <br />at the City Council meeting of September 11, 1979, Council <br />received a report from the City Manager concerning the <br />grant proposal which would establish an Arson Investigation <br />Unit to serve the entire Valley; and <br /> <br />the prime responsibilities of the Arson Investigation Unit <br />will be to: <br /> <br />(1) Serve as the coordinating focal point for the develop- <br /> ment and operation of an effective, comprehensive Valley <br /> arson control program. <br /> <br /> (2) Serve as the resource and coordinating mechanism for <br /> developing methods for capturing the most meaningful <br /> and useful information concerning suspect identifi- <br /> cation and arson activity in the Valley. <br /> <br /> (3) Coordinate the effective exchange of suspect identifi- <br /> cation and arson activity information between Valley <br /> agencies. <br /> <br /> (4) Serve as the resource and coordinating mechanism for <br /> disseminating the appropriate technical knowledge and <br /> arson investigation methods to Valley agencies. <br /> <br /> (5) Serve as th resource and coordinating mechanism for <br /> developing public awareness of the Valley arson problem, <br /> and implementation of an information reward system; and <br /> <br /> <br />
