SR 79:268 <br />Page 2 <br /> <br />Ranking and Reallocation Process <br /> <br />Projects are ranked by the County HCD staff through a point <br />system using selected criteria. A cutoff point is established; <br />all projects above that point are funded. In some instances, an <br />HCD project which is below the cutoff point may still be funded <br />due to "special need." Three such projects were approved for <br />Pleasanton. <br /> <br />All sixth and seventh year projects on the above list are <br />"guaranteed" funding. A "guaranteed" project may be dropped <br />from the list, and another project can be substituted in its <br />place or the funds transferred to another "guaranteed" project. <br />These are called replacement projects. A maximum of two projects <br />per year can be replaced. Replacement projects must meet the <br />following criteria: <br /> <br />1. Must not exceed the funds made available to the original <br /> "guaranteed" project. <br /> <br />2. Must score at least 95% of the score of the "guaranteed" <br /> project it is proposed to replace. <br /> <br />Under these criteria, the City of Pleasanton could substitute <br />another landbanking allocation for its "guaranteed" rehabilitation <br />project, but could probably not do the reverse because the points <br />for rehabilitation don't equal 95% of the points for landbanking. <br /> <br />If the City of Pleasanton decides to drop any of its sixth year <br />projects and cannot provide substitutes meeting the above criteria, <br />the allocated funds for these projects (along with those from other <br />c~ties) would go into a reallocation pool. Cities within Alameda <br />County (including Pleasanton) would then be able to submit new <br />projects or resubmit previous fifth and sixth year projects which <br />were not funded. These projects would then be reviewed and ranked, <br />and a new cutoff line established. <br /> <br />Projects which have been suggested for possible funding from <br />the reallocation pool include: <br /> <br />Human Services Commission <br /> <br />1. Replacement of stoves and refri- <br /> gerators at Pleasanton Gardens <br /> <br />Cost <br /> <br />$ 24,000.00 <br /> <br />2. Installation of a chain link fence <br /> around a portion of Pleasanton Gardens <br /> <br />6,000.00 <br /> <br />Restriping and designation of parking <br />for the handicapped, at public buildings <br />city-wide <br /> <br />1,000.00 <br /> <br /> <br />
