WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 80-139 <br /> <br />RESOLUTION REAFFIRMING THE CITY'S POSITION IN SUPPORT <br />OF ELIMINATING THE RESTRICTIONS ON 1-580 AND CALLING <br />FOR PREPARATION OF A NEW ENVIRONMENTAL IMPACT STATE- <br />.~NT COVERING THE WIDENING OF 1-580 BETWEEN THE CITY <br />OF PLEASANTON AND CASTRO VALLEY <br /> <br />the City Council of the City of Pleasanton has actively <br />supported the widening of 1-580 between Pleasanton and <br />Hayward in order to eliminate the "bottle-neck" which <br />has existed in this area; and <br /> <br />after numerous public hearings since December 1963, the <br />widening of 1-580 between Pleasanton and Hayward to an <br />eight-lane freeway received necessary governmental approv- <br />als in early 1975; and <br /> <br />subsequent to obtaining said approvals but prior to the <br />receipt of bids on the proposed project the Sierra Club <br />filed suit in the United States District Court, Northern <br />District in Case No C-75-0729AJZ; and <br /> <br />subsequent to said suit negotiations occurred between <br />representatives of the Sierra Club and representatives <br />of the State, including Governor Edmund G. Brown, Jr.; <br />and <br /> <br />as a result of said negotiations a compromise was reached <br />whereby a 10.5 mile portion of 1-580 would be widened west <br />of the City of Pleasanton to eight lanes, but only three <br />lanes of traffic would be permitted in each direction and <br />of the six lanes one lane in each direction would be set <br />aside exclusively for public transportation vehicles and <br />car pool users; and <br /> <br />the construction on 1-580 between the City of Pleasanton and <br />Palomares Canyon has been completed and recently opened to <br />vehicular traffic as provided in the settlement; and <br /> <br />the institution of the diamond lane for public transportation <br />vehicles and car pool users has not alleviated the congestion <br />on 1-580 west of the City of Pleasanton to Palomares Canyon; and <br /> <br />the City Council of the City of Pleasanton by Resolutions <br />Nos.75-232 and 77-343 has taken a position in favor of the <br />full use of all eight travel lanes upon completion of 1-580; <br /> <br />and <br /> <br />the people of the City of Pleasanton on April 8, 1980, adopted <br />a measure directing the City to take all appropriate steps <br />to cause the S~ate of California to remove the restrictions <br />on the traffic lanes on 1-580, including elimination of the <br />diamond lanes, by a vote of 4,530 in favor and 643 opposed <br />to the measure. <br /> <br /> <br />
