CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 80-249 <br /> <br />RESOLUTION ESTABLISHING ALLOCATION PROCEDURE FOR <br />INDUSTRIAL AND NON-RETAIL COMMERCIAL SEWAGE CAPACITY <br /> <br />WHEREAS, <br /> <br />work has begun to make available to Pleasanton an <br />additional 500,000 GPD of sewage capacity for industrial <br />and non-retail commercial development; and <br /> <br />the city has received requests for 937,000 GPD sewer <br />capacity, or nearly twice the amount available, and <br />it is necessary to establish a program to allocate the <br />available capacity; and <br /> <br />WHEREAS, <br /> <br />the City has entered into an agreement with Willow <br />West Properties reserving 200,000 GPD, which means <br />only 300,000 GPD is available for allocation; and <br /> <br />WHEREAS, <br /> <br />the Sewer Committee and City Manager presented a <br />report to the City Council dated September 23, 1980 <br />outlining various methods of allocation, including <br />advantages and disadvantages of each method. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The following criteria shall be used in the allocation <br /> of the sewage capacity. <br /> <br />Location Criteria <br /> <br />a) <br /> <br />Traffic Consideration <br />1. access to freeway; <br />2. existing traffic congestion; and <br />3. ability to mitigate traffic problems. <br /> <br />b) Surrounding Property <br /> <br />1. Use of adjoining properties; and <br />2. distance to residential property. <br /> <br />c) Potential to Provide Needed Capital Improvements <br /> <br />1. construction of missing link streets; <br />2. construction of new major thoroughfares; <br />3. construction of bridges; <br />4. complete water or sewer lines; <br />5. traffic controls (those needed with or without <br /> the project); <br />6. improve flood and drainage control system; <br /> <br /> <br />
