CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 80-266 <br /> <br />RESOLUTION APPROVINGALAMEDA COUNTY SOLID WASTE <br />MANAGEMENT AUTHORITY'S DRAFT SOLID WASTEMANAGEMENT <br />PLAN AND DRAFT SUPPLEMENT TO THE ENVIRONMENTAL <br />IMPACT REPORT PERTAINING TO SAID PLAN AND REQUEST <br />FOR MODIFICATION. <br /> <br />WHEREAS, <br /> <br />the State of California requires that the solid waste <br />management plan adopted by each county be reviewed <br />every three years; and <br /> <br />WHEREAS, <br /> <br />the firm of Brown and Caldwell has been employed to <br />review the county's solid waste management plan adopted <br />in 1976 and, also, to incorporate with that plan two <br />facility plans adopted by the Alameda County Solid <br />Waste Management Authority in 1977 and 1978; and <br /> <br />WHEREAS, <br /> <br />the draft plan is scheduled to be considered for <br />adoption by the Alameda County Solid Waste Management <br />Authority later this month and prior to adoption <br />each of the 13 cities, 2 special districts and the <br />county who comprise the membership of the Authority <br />have been asked to review the draft plan and draft <br />supplement to the original 1976 plan's EIR and make <br />comment. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: After having held the required public hearing to <br /> review the solid waste management plan, the City Council <br /> r~quests that Chapter 4 of the plan be modified to <br /> include the following language: <br /> <br /> "Solid waste management systems and resource recovery <br /> technologies are rapidly changing. The facilities <br /> presented in this Chapter have been selected by the <br /> Alameda County Solid Waste Management Authority based <br /> on the information presented in the Appendices of the <br /> Plan; because the facilities meet the commitment to <br /> resource recovery contained in the policies of the <br /> Authority; because the facilities can adequately <br /> manage the projected quantities of solid waste gener- <br /> ated in Alameda County; and because they are the most <br /> economical set of facilities investigated during this <br /> plan update. However, other facilities may prove to <br /> be more economical and more feasible in the future as <br /> new technologies emerge. Chapter 5 includes a summary <br /> of different projects under investigation by project <br /> <br /> <br />
