CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 80-300 <br /> <br />RESOLUTION APPROVING A NEGATIVE DECLARATION FOR A <br />GENERAL PLAN AMENDMENT TO CHANGE THE LAND USE DESIGNA- <br />TION OF AN APPROXIMATELY 0.8+ ACRE PARCEL BOUNDED BY <br />ABBIE STREET, FIRST STREET, ~NGELA STREET AND THE <br />SOUTHERN PACIFIC RAILROAD RIGHT-OF-WAY FROM "OPEN <br />SPACE-PARKS AND RECREATION" TO "COMMERCIAL AND <br />OFFICES." <br /> <br />WHEREAS, <br /> <br />the City Council, at its meeting of November 25, 1980, <br />received a proposed negative declaration for a General <br />Plan Amendment to change the land use designation for <br />an approximately 0.8+ acre parcel bounded by Abbie Street, <br />First Street, Angela'Street and the SPRR right-of-way <br />from "Open Space-Parks and Recreation" to "Commercial and <br />Offices;" and <br /> <br />WHEREAS, <br /> <br />staff has determined that the proposed General Plan <br />Amendment is a project for the purposes of the California <br />Environmental Quality Act; and <br /> <br />WHEREAS, <br /> <br />an Initial Study done pursuant to the Environmental <br />Impact Guidelines and Procedures adopted by the City <br />Council of the City of Pleasanton by Resolution No. <br />77-66 was prepared for the project; and <br /> <br />WHEREAS , <br /> <br />the City Council at its meeting of November 25, 1980 <br />also received that Initial Study dated November 5, 1980; <br />and <br /> <br />WHEREAS, <br /> <br />each member of the City Council had a copy of Resolution <br />No. 77-66 at the time of considering the proposed <br />Negative Declaration and Initial Study; and <br /> <br />WHEREAS, <br /> <br />the public was afforded an opportunity to comment on the <br />proposed environmental assessment, which had been published <br />in "The Valley Times," a newspaper of general circulation; <br />and <br /> <br />WHEREAS, <br /> <br />the City Council is aware of the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation <br />of projects and the preparation of Environmental Impact <br />Reports as they pertain to requirements for Negative <br />Declarations and Environmental Impact Reports. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1.
