CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 81-79 <br /> <br />RESOLUTION APPROVING FISCAL IMPACT STUDY BY DIAMETRICS <br />AND ENGINEERING STUDY BY MARK THOMAS AND COMPANY, INC. <br />RELATING TO THE NORTH PLEASANTON INDUSTRIAL AND <br />COMMERCIAL DEVELOPMENT <br /> <br />WHEREAS, <br /> <br />on February 25, 1981, a joint meeting of the City Council <br />sad Planning Commission was held to discuss the industrial <br />and Commercial developments being proposed in the north <br />Pleasanton area; and <br /> <br />WHEREAS, <br /> <br />as a result of that meeting, it was clear that additional <br />information was needed regarding the fiscal impacts <br />of the proposed projects and how the expected traffic <br />congestion problems were to be mitigated; and <br /> <br />WHEREAS, <br /> <br />a computer model, titled Cost Revenue Impact Systems <br />or CRIS, has been designed by Diametrics, a subsidiary <br />of ABAG, in cooperation with other California cities <br />for precisely the type of fiscal analysis needed for <br />the proposed Pleasanton developments; and <br /> <br />WHEREAS, <br /> <br />traffic analysis reports were prepared by TJI<M for the <br />north Pleasanton area at the request of two developers <br />and were reviewed by city staff; and <br /> <br />WHEREAS, <br /> <br />as a result of that review conditions were attached to <br />the developments, some of which were open ended which <br />require additional engineering study before they can <br />be made specific; and <br /> <br />WHEREAS, <br /> <br />the city staff suggests an engineering firm be retained <br />to review the TJKM reports and prepare an analysis, <br />which analysis can be used in the assessment districts <br />planned for the north Pleasanton area. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: Authorizes a Fiscal Impact Study to be done by <br /> Diametrics, who will prepare and run a CRIS computer <br /> model for the City at a cost not to exceed $20,000. <br /> <br />Section 2: Authorizes an Engineering Study and retains Mark <br /> Thomas and Company, Inc. to work as engineer of work <br /> on assessment district or districts to finance the <br /> mitigation projects required in the north Pleasanton <br /> area at a cost not to exceed $25,000. <br /> <br /> <br />
