April 8, 1981

AREA CODE 415 846-3202 -:- 200 BERNAL AVENUE
P. O, BOX 520 -:- PLEASANTON, CALIFORNIA 94566

Supervisor Don Excell
Board of Supervisors
County Administration Building
1221 Oak Street
Oakland, CA 94612

Dear Don:

Your March 17, 1981, letter to me asked that Pleasanton comment
on the Jail Alternatives and Financing Report dated January 14,
1981.

The Pleasanton City Council has taken action on several occasions
objecting to any project that would increase the number of inmates
at the Santa Rita location. The Council feels that the existing
Federal and County jail facilities located at Santa Rita are
already cause for concern.

The construction of a new pre-trial detention facility or an
expansion of the present facilities at Santa Rita would obviously
increase the inmate population near Pleasanton. The Pleasanton
City Council continues to feel very strongly that a new pre-
trial detention facility should not be built at Santa Rita, but
that these types of facilities should be located near the courts
and urban centers. The Council has previously taken this same
position as indicated in the attached November 21, 1979, letter.

For the reasons outlined above, the Pleasanton City Council
requests that the Board of Supervisors adopt a policy decision
to continue the planning process for the ultimate construction
of a pre-trial detention facility in Hayward.

Sincerely,

Kenneth R. Mercer
Mayor

KRM/gt
Attachment
