CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 81-157 <br /> <br />SUPPORT FOR ASSEMBLY BILL 1597 (BATES) FOR THE <br />SEVERANCE TAX OF SIX PERCENT (6%) ON OIL PRODUCERS <br />IN CALIFORNIA <br /> <br />WHEREAS, <br /> <br />the passage of Proposition 13 has seriously limited <br />ability of local governments -- schools, cities and <br />counties -- to raise sufficient revenues to support <br />basic and essential services; and <br /> <br />the <br /> <br />~EREAS, <br /> <br />the State of California no longer has the revenue to <br />provide local governments with adequate funding to <br />maintain these services; and <br /> <br />WHEREAS, <br /> <br />the citizens of local governments need and demand the <br />maintenance of basic city, county and school services <br />such as public safety and education; and <br /> <br />WHEREAS, California is the only major oil producing state without <br /> a severance tax on oil; and <br /> <br />WHEREAS, <br /> <br />the experience of those states with oil severance taxes <br />has demonstrated that the tax is not passed on to <br />consumers; and <br /> <br />WHEREAS, <br /> <br />the revenues generated by the severance tax on oil would <br />be used to establish a special fund for schools and <br />services which will augment the tax base for local govern- <br />ments in California. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: That the City Council of the City of Pleasanton go on <br /> record in support of AB 1597 which would enact a 6% <br /> severance tax on oil produced in California and create <br /> a special fund for schools and services which will dis- <br /> tribute revenues directly to local governments. <br /> <br />Section 2: This resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br />THIS RESOLUTION ADOPTED MAY 26, <br /> <br />AYES: Councilmembers Butler, <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />ATTEST: <br /> <br />1981 BY THE FOLLOWING VOTE: <br /> <br />James R.
