CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 81-163 <br /> <br />RESOLUTION SUPPORTING SB 573 AND DIRECTING STAFF <br />TO PREPARE A PLAN IMPLEMENTING A FAREBOX RECOVERY <br />SYSTEM FOR ELDERLY AND HANDICAPPED TRANSPORTATION <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton has been operating a transporta- <br />tion program for the elderly and handicapped which is <br />funded by Transportation Development Act (TDA) Article <br />4.5 funds and contributions by the City of Pleasanton; <br />and <br /> <br />WHEREAS, <br /> <br /> j <br /> <br />beginning in fiscal year 1980-81, claimants for TDA funds <br />were required to maintain a certain ratio of fares to <br />total 9perating expense and Pleasanton instituted a scrip <br />system to document rides and allow accountability but <br />continued to use City funds to cover scrip cost; and <br /> <br />WHEREAS, <br /> <br />a recent California Transportation Department regulation <br />interpretation imposed a restrictive interpretation of <br />the types of payments that qualify as special transit <br />fares and Pleasanton's general fund contribution does not <br />meet fare requirements; and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton has been advised that 1981-82 <br />TDA, Article 4.5, allocations are contingent upon assurance <br />from the City that a user charge will be instituted; and <br /> <br />WHEREAS, <br /> <br />Senate Bill 573 has been introduced which would delete <br />the requirement of maintaining a specific ratio of fare <br />revenues to operating cost in order to be eligible for <br />funds thus allowing City contributions to the program <br />and maintaining it at no cost to the elderly and handi- <br />capped. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: Supports SB 573 and directs staff to notify legislators <br /> of their support. <br /> <br />Section 2: If SB 573 passes prior to July 1, 1981, the City Council <br /> directs staff to notify the Metropolitan Transportation <br /> Commission that the City of Pleasanton will continue to <br /> subsidize scrip purchase for clients as allowed under <br /> SB 573. <br /> <br /> <br />
