(continued) <br /> <br />III <br /> <br />Facts: The adoption of the proposal contained within GP-81-2 <br />will provide for commercial and office uses to be located <br />between the park location and the Interstate 680 noise source. <br /> <br />Significant Effect: Placement of residential uses adjacent <br />to potentially noisy commercial and/or residential areas. <br /> <br />Findings: The adoption of measures to reduce such noise and <br />land use conflicts will mitigate this impact. <br /> <br />Facts: Development standards to be used during the design <br />review process for these critical areas shall include measures <br />to buffer and/or to provide compatibility between residential <br />and adjacent commercial land uses. <br /> <br />Significant Effect: Circulation system changes would likely <br />place industrial traffic on streets adjoining residences <br />(Santa Rita Road and West Las Positas Boulevard) and create <br />unacceptable noise levels. <br /> <br />Findings: The adoption of revisions to the overall circulation <br />network will mitigate this impact. <br /> <br />Facts: The adoption of the circulation network based on the <br />North Pleasanton Traffic Study, the elimination of the proposal <br />to realign Stoneridge Drive and West Las Positas Boulevard <br />pending an overall circulation network review, and the <br />elimination of the proposed residential area along West Las <br />Positas Boulevard will reduce conflicts between industrial- <br />related circulation noises and residential land uses. <br /> <br />Significant Effect: Relocation of existing City corporation <br />yard. <br /> <br />Finding: The adoption of an alternative location for the <br />residential use proposed will allow the corporation yard to <br />be retained. <br /> <br />Facts: The reduction of area for residential uses and an <br />alternative adjacent location will result in adequate area <br />remaining for the continued operation of the corporation yard. <br /> <br />Significant Effect: Reduction in neighborhood and community <br />park land below City policy. <br /> <br />Finding: A re-evaluation of General Plan recreation goals <br />and policies will mitigate this impact. <br /> <br />Facts: Park land will be similar to that now existing per <br />person, although below that called for in the General Plan. <br /> <br />Finding: Private recreation areas to be required of new <br />development increase the effective recreation area in the <br />City available to persons, offsetting the loss of public <br />recreation areas. <br /> <br />Facts: City will require large developments, particularly <br />high density developments, to include privately maintained <br />recreational areas for the use of their residents. <br /> <br /> <br />
