CITY COUNCIL OF THE CITY OF PLEASANTON ALAJ4EDA COUNTY, CALIFORNIA RESOLUTION NO. 81-203 RESOLUTION APPROVING THE APPEAL OF CECILE LEMSON AND MARIJIE SPILMAN FOR A CONDITIONAL USE PErmIT TO ALLOW MASSAGE SERVICES IN CONJUNCTION WITH A BEAUTY SALON WHEREAS, Cecile Lemson and Marijke Spilman made application (Case UP-81-5) for a conditional use permit to allow massage services in conjunction with a beauty salon located at 3506-A Old Santa Rita Road; and WHEREAS, at their meeting of May 13, 1981, the Planning Commission voted 2-2 to approve the application, which in effect denied the application; and WHEREAS, the denial was appealed to the City Council; and WHEREAS, the City Council receiveda Staff report, minutes of the Planning Commission action, and held a public hearing on June 23, 1981~ to receive corfanents from the applicants and the public. NOW, THEREFOPS, TIm CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council makes the following findings: That the proposed location of the conditional use is in accord with the objectives of this chapter and the purposes of the district in which the site is located. That the proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. c. That the proposed conditional use will comply with each of the applicable provisions of this chapter. Section 2: Council approves the appeal of Cecile Lemson and Marijke Spilman for a conditional use permit and allows massage services in conjunction with a beauty salon located at 3506-A Old Santa Rita Road, subject to the following two conditions: a. That no more than one masseuse be employed on the premises; and
